Expert Availability Feb 6 &13th House Financial Services Committee Hearings about Financial Condition of FHA

Mr. Carr, Senior Policy Fellow for the Home Opportunity Initiative at The Opportunity Agenda, has a unique and rich depth of experience in economic policy, with a focus on the economy, foreclosure crisis, financial system regulatory reform, housing markets, and wealth disparities and economic mobility. He is the former Chief Operating Officer for the National Community Reinvestment Coalition and a visiting professor at Columbia University in New York and George Washington University in Washington, D.C. Mr. Carr has served as Senior Vice President for Financial Innovation, Planning and Research for the Fannie Mae Foundation and Assistant Director for Tax Policy with the U.S. Senate Budget Committee.


He has served on research advisory boards at Harvard University, University of California-Berkeley and University of Pennsylvania. He is currently an Advisory Committee member of the Federal Reserve Bank of San Francisco, Center for Community Development Investments. Mr. Carr is a former expert advisor to the Organization for Economic Cooperation and Development (OECD) Urban Affairs Project Group in Paris, France. He holds a Bachelor of Architecture degree with honors from Hampton University, a Master of Urban Planning degree from Columbia University, and a Master of City and Regional Planning from the University of Pennsylvania. He is particularly recognized for his knowledge about and leadership on development of innovative financial instruments and strategies to promote affordable lending, inner-city development and wealth creation for lower-income households.

Hearing Details From the House Financial Services Committee Website:
-On Feb. 6 at 9:00 a.m., the committee will hear from a panel of housing finance experts and analysts about the FHA’s financial condition and its role in the housing market. The hearing will take place in room 2128 Rayburn House Office Building.

-On Feb. 13 at 10:00 a.m., FHA Commissioner Carol Galante will testify before the committee on the November 2012 actuarial report that revealed the FHA is on the verge of requiring a taxpayer bailout for the first time in its nearly 80-year history. This hearing will also take place in room 2128 Rayburn House Office Building.
